Much simpler to use an already available solution (see http://xb2.net). 
Here is an example:

oSoap := xbSOAPEnvelope():new()
oSoap:NameSpace := "urn:xmethods-CurrencyExchange"
oSoap:SetVar("Country1", "USA" )
oSoap:SetVar("Country2", "EURO")

 Execute request
oResult := oSoap:Execute("http://services.xmethods.net:80/soap", "getRate")
 Print exchange rate
? oResult:GetVar("Result")

Well.... Xb2.NET uses Xbase++, so yes it is possible.
