I am trying to load my legacy 1.90 app onto modern 8.1 tablet computers
like the ASUS T100. I've just unwrapped my first one of these tablets and
set it up. I'm pleased that all of the touch-screen items work perfectly
within my app. My question concerns the on-screen keyboard. My other tablet
is an iPad, and apps there can call the appropriate keyboard (numeric vs
text, upper case, etc) when necessary, and shift the app so the keyboard
does not cover the active entry field. Are those functions available to
Xbase, and how? Ideally they would be hooked into xBase at a low level so
the field fomat pictures control the keyboard.

If Win 8.1 has one you should be able to use it.
If there is none, you have to create your own in Xbase++ ...
I can't see a build in function for this in Xbase++ 2.0
