FYI:

This error occurred for me when an ANNOUNCE command and a global function 
name collided.  I submit this here since the error message was not helpful 
in debugging the problem.  If you have this error, you might search for 
this.

In my specific case, the names had different meanings (AppEnd vs Append) 
that resulted in identical spellings.
