Is there a way or coding to open an Access database (xxx.mdb) from Xbase++?

Yes, you can use SQLExpress. 

Send an email to demo@sqlexpress.net with subject "SQLExpress demo" to 
receive download/installation instructions for a fully functional version 
of SQLExpress.
