just a new xbase command for browsing a dbf-files

syntax: SBROWSE dbfname <OPTIONS>

reporting, excelexporting, field editing and all more, which you can do with 
dbf-tables. Dbf-tabes a opend in a window, where are reinstalled all 
dbf-specific settings of the last SBROWSE-call of this table: collumn order, 
collumn-format, window size, window position.
